Bug Description

Currently Ceilometer supports metric for resource_type 'instance_network_interface' only for tap interfaces by querying libvirt. Need to add support for this metric for pci passthrough network devices (SRIO-V) also where vnic_type is 'direct' and switchdev functionality is available in NIC.
