Dual monitor dragging windows issue

I'm using a laptop connected to a external monitor and using both as separated screens, I use the external monitor as the primary display.

Since I'm using the external monitor as the primary display, I have the plank dock placed on the bottom of the screen which is causing an issue when I try to move any window from the top primary display to the bottom display.

The issue is that I simply cannot move a window from the top screen to the bottom screen when the plank dock is positioned at the bottom and when the "hide dock" setting is unchecked.

Is this supposed to behave like this or it might be an actual issue that can be fixed?

By the way I'm using Loki 0.4.1 if that might help.
