Support data string translations in webstaff grid

Staff need a way to apply translations for dynamic, i18n-tagged fields (i.e. database values) for data present in an egGrid. (Note: we need a separate ticket for non-grid translations!).

Proposed solution is a dialog that may be launched from the grid controls drop-down. The dialog allows the user to select a current working locale and apply translations to i18n-tagged fields for each row in the grid.

Rough cut of this idea in progress -- branch posted shortly.

Going to mark this as WONTFIX since most of the grids which contain translatable (mostly configuration) data now live in Angular grids, which have their own translator dialog.
