top bar lost transparency after update on 8 Nov 2017 if window proximal

Bug Description
This is my first but report so pardon if mistakes.
Ubnutu Beaver 18.04
I find if a window touches top bar, top bar loses transparency.
After fix for Ubuntu Dock having lost transparency on Nov 8 (1730489), I find that if I move a window closer than the width of the Ubuntu Dock, top bar loses transparency, even if the dock is not out (hidden)
