top bar lost transparency after update on 8 Nov 2017 if window proximal

This is my first but report so pardon if mistakes.

Ubnutu Beaver 18.04
I find if a window touches top bar, top bar loses transparency.

After fix for Ubuntu Dock having lost transparency on Nov 8 (1730489), I find that if I move a window closer than the width of the Ubuntu Dock, top bar loses transparency, even if the dock is not out (hidden)

as sidebar gets closer to edge and overlaps where Ubuntu Dock would be, top-bar loses transparency.
