[Gutsy] pand connect fails

Bug Description
Binary package hint: bluez-utils
Laptop as client using mobile phone internet connection over bluetooth through USB dongle.
Used to work under Fiesty, not longer works under Gutsy (never did, for me).
Not certain if this is a bluez-utils bug - appreciate any help anyone can offer in troubleshooting
Laptop is Dell Latitude D810, Kubuntu Gutsy.
USB Dongle is an IOGear model GBU221

I don't know what the hci0 ACL packet for unknown connection handle is, or why NetworkManager shows a new device being added and then removed.
