Cannot resize instances when they was created parallel on dashboard.

Hi. I'm using Openstack Ocata version.
When I create two or more instances from dashboard ( fill in Count options).
After that I can't resize these instance or cold migrate.

The debug log in nova-scheduler.

I think this is a bug in Pike version.

Which version is this bug report for?

Needs nova log files (including the nova-scheduler log file because the log message in "Bug Description" is too short).
Needs nova.conf.
