ubuntu-bug does not recognize lzh_TW locale

Bug Description

While trying to upload the .crash file for bug 1730554, using command:

$ ubuntu-bug /var/crash/_usr_bin_gnome-shell.1000.crash

The tool crashes with unknown locale error:

As a workaround please try:

env LANG=C ubuntu-bug /var/crash/_usr_bin_gnome-shell.1000.crash
