Bug Description
The snapcraft container builds install squashfuse in the container only when it is installing snapcraft from the snap. So when it is installing snapcraft from the deb, build-snaps will fail to install.
To reproduce, make sure that the container builds will install the snapcraft deb. You can run snapcraft from the development venv, for example.
Then try to build a snap with build-snaps declared in the yaml, using SNAPCRAFT_

I kinda think we should just install it always. Less logic, and it's small and won't hurt anything.
