Location Services settings change doesn't reflect immediately

Bug Description

In Privacy -> Location Services, clicking the toggle to either On or Off and then closing the dialog doesn't cause it to show a different value in the Privacy pane. You have to click a different pane and then go back to Privacy to reflect the change.
