syncdb should show only warnings when openstack actions fail

Bug Description
If you don't have some OpenStack clients installed you will get errors from the syncdb command. These are confusing as they look critical but really they are "warnings".
We should update it to display warnings and perhaps offer suggestions "Maybe you need to install python-XXXclient."
We should only display errors and and tracebacks for critical errors and failures.

Some actions are broken (even if the client is installed). For example, in nova we have a number of actions that refer to commands that have been deprecated and removed.
