BgpaaS:adjacency bgp router info is removed from config

Bug Description

1. created a BGPaaS with shared attributes and associated 2 VMIs on same compute node.
2. removed one VMI from BGPaaS object, bgp router adjacency is proper and when the same VMI is added back, bgp router adjacency is removed from the config.
issue is seen with mainline build
