Bug Description

After the test changes from jenkins to zuul, it is required to set the git environment variable[1].In Zuul v3 all repositories used need to be declared in the 'required-projects' parameter on the job.To fix this issue[2], add openstack/puppet-modulesync-configs to 'required-projects'.
