bugnumbers --tag option doesn't filter properly

Bug Description

Binary package hint: bughelper

I'm running bugnumbers from the the bughelper bzr branch -r192. When trying to filter reports using the the --tag option, the output I'm given contains more than just those reports containing the specific tag I'm wanting. For example:

./bugnumbers -l https://bugs.launchpad.net/ubuntu/+source/linux-source-2.6.22/+bug --tag kernel-oops

I'm seeing reports that aren't tagged 'kernel-oops'

Heard I can't type. url was invalid. Needed +bugs not +bug
