Drop hard dependency on lynx | www-browser

Bug Description

Currently `fish` package depends on `lynx | www-browser`.
I believe Fish should be able to work without those just fine. Moreover, I have Firefox Nightly and Chromium Nightly installed without package manager, so I don't want to have regular Firefox or any other browser installed besides those.

Can you decrease dependency importance to suggested or whatever it is called in deb?

I'm on Ubuntu 18.04 right now.

For what it's worth, in our upstream packages we don't have a suggests or recommends on www-browser - the Web-based configuration is an entirely optional component.
