web client: columns do not always move as expected

Bug Description

In attempting to re-order columns in some web client grids, I've found that the columns do not always move as example.

On the Item Status screen, I configured the grid to display CN Prefix and CN Suffix fields. I then used the configure grid option to try to move the CN Prefix and CN Suffix to reside on either side of the call number. However, when I click the option to move the field to the left, it does not move. I need to click the option to move the field to the far left and then move to the right to get these fields to the desired spot.

However, when I add the acquisitions cost to the grid, it moves as expected without any problem.

On the checkin screen, I came across the same problem when adding the hold shelf expire time to the grid (not sure why we want that field in the checkin screen, but that's the subject of another bug.) Once again, the field will not respond to the move left action. Instead, I have to move it to the far left and then click to move it to the right.

We've been seeing this type of behavior occasionally, but it seemed inconsistent and we hadn't yet been able to pinpoint whether it was related to particular columns and/or web browsers.

I'm not seeing this in 3.7-beta but I'll leave this open for now since it was inconsistent before.

The Manage Columns UI has been rebuilt since this bug was reported and I can no longer recreate these issues.
