Bug Description
Currently, we can create/set additional resources as follows:
Creating firewall group
* Set 'ports' into firewall group
* Set firewall policy as 'ingress/egress firewall policy'
Creating firewall policy
* Set firewall rule into the firewall policy
Creating firewall rule
* We can create firewall rule only
It is easy to create firewall group first with firewall policy. In addition, it's an easy to create firewall rule when we create firewall policy first.
