Bug Description

Policy check error seems different between CLI and dashboard

* CLI:

(openstack) firewall group rule set rule1 --public

Failed to set firewall rule 'rule1': (rule:update_firewall_rule and rule:update_firewall_rule:shared) is disallowed by policy
Neutron server returns request_ids: ['req-a9ea9419-c3d7-4624-b57c-2aad4dc983f9']

* Dashboard:

Danger: There was an error submitting the form. Please try again.

It should be aligned with same error message.

I think 'shared' field should be hidden if a user has enough permission for 'shared' like [1]
