Since a recent update, probably the one that added sandboxed tabs, frequently one or more tabs become unselectable. This can be a tab with content or an emtpy/new tab.
The result is that the tab cannot be selected, and cannot be closed until a restart.

You reported this bug some time ago and there have been many changes in Ubuntu since that time. Your problem may have been fixed with some of the updates.
