ctrl-alt-f1 closes all running programs

Bug Description

Since upgrading to Ubuntu 17.10 artful when I go to tty via alt-ctrl-f1, I am presented with a gdm3 login screen. This in and of itself is OK, as long as it's a lock screen. But it's not - all of my running programs were closed(most of them without saving).

This makes the desktop behave similar to a phone, so I could see this as being a potential feature to some...but for those of us running servers and all kinds of programs, with 1000s of tabs open...it's kind of an abrupt surprise to enable by default

actual behaviour:
alt-ctrl-f1 logs out & closes all running applications

desired behaviour:
alt-ctrl-f1 either does nothing (if you are on tty 1) or locks the screen, does not close all running applications.

I'm not sure this is a bug. In Ubuntu 17.10 the login screen is ALWAYS running on VT #1, which you will reach with Ctrl+Alt+F1. That does not mean it's closed anything though. Try Ctrl+Alt+F2 to get back to your session (running on VT #2) with the programs still running.
