Bug Description
After upgrading from 16.04 to 17.10 the keyboard layout is incorrect. On my computer it uses the German layout (z <-> y keys are exchanged, QWERTZ instead of QWERTY). After login the correct locale is used. My physical location is in Austria

I've seen this bug reported several times but for some reason can't find the previous ones right now.
I think it's probably related to bug 1652618 though.
