gradle 4.4.1-1 has been synced from Debian, and will be available in the upcoming Ubuntu 18.10.

Thank you, but why not in Ubuntu 18.04 LTS?
Gradle 3.x is very old and I run only LTS versions.

For the most part, packages in Ubuntu are updated in the development releases, and then frozen for official releases. In the case of LTS releases, the idea is that the package set is stable in the sense that new problems or issues in the form of changes are introduced.

The majority of packages in a stable release therefore remain unchanged throughout the relase's lifespan. Critical bugs or security issues may be fixed in the form of small patches which adress that particular issue. However, it is also possible to request a backport of a newer package version to an older Ubuntu release, please see https://wiki.ubuntu.com/UbuntuBackports#Requesting_a_Backport for more information.
