validate-simple still uses overcloudrc instead of overcloudrc.v3, failing master promotion jobs

https://review.openstack.org/515161 only provided a solution for the post build script, however we also need to change the tenant rc file used by the validation steps.

This needs to be fixed here to overcloudrc.v3 https://github.com/openstack/tripleo-quickstart-extras/blob/master/roles/validate-simple/defaults/main.yml#L1

This blocks promotion for master.

    Switch to keystone v3 API for validate-simple on master

    This fixes errors during the pingtest, as the v2 API is not available on
    Queens overcloud.
