[2.3beta3, UI] Global - Footer not sticky

Bug description:
Footer not sticking to bottom of page
* Current result:

Given I'm in (Any page where content above footer is < my screen height)

* Expected/ correct result:
Footer should stick to bottom
However, footer sticks to bottom of last preceding element, leaving the bottom of the footer above the bottom of the browser window.

Note - on screens where there is enough content above the footer, the footer shouldn't be with a position fixed, leaving a small gap to view the page content through. It should behave as a static / relatively positioned element.
