Hi Ric
I couldn't reproduce this issue, here with a very similar setup everything works fine, this is with an up to date feisty and also in hardy, does this happens to you if you try it from a livecd instead of your installed system?.
when you do the dongle reset i assume you actually execute "sudo hciconfig hci0 reset" instead of hcio, you may want to try running hcidump while scanning with hcitool, to check if there's packets travelling through the interface.
I'll wait for your feedback.
Thanks in advance
