17.04 to 17.10 Could not calculate the upgrade

Bug Description

Description: Ubuntu 17.04
Release: 17.04

What i expected to happen:
Running do-release-upgrade would upgrade from 17.04 to 17.10

What happend:
Could not calculate the upgrade

An unresolvable problem occurred while calculating the upgrade.

This can be caused by:
* Upgrading to a pre-release version of Ubuntu
* Running the current pre-release version of Ubuntu
* Unofficial software packages not provided by Ubuntu

If none of this applies, then please report this bug using the
command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.

I have tried to remove all 3rd party packages that i found in /var/log/dist-upgrade/apt.log
marked as broken.
I have done "apt autoremove" after removing offending packages.
