Bug Description
Execute the following command:
openstack sfc port chain create tap-pc --port-pair-group tap-ppg --flow-classifier tap-fc --chain-parameters symmetric=True
Extension expects the chain-parameters to in dict format instead OSC is parsing as list of dict and sending to server.
