Cinder API v2 support needs to be removed in TripleO

Cinder API v2 support was deprecated in Pike: https://review.openstack.org/#/c/444253/
and removed in Queens: https://review.openstack.org/#/c/501874/
for Nova project.

It's also documented that Cinder API v2 is deprecated: https://developer.openstack.org/api-ref/block-storage/v2/index.html

and current is v3.

So we need to stop deploying Cinder v2 endpoints in TripleO during Queens cycle.

I don't understand - we are deploying Train and STILL seeing v2 cinder API endpoints inside openstack catalog list output.
