'authentication required to change privacy settings' you don't actually need to authenticate

Bug Description
Setup :
* 2 users. one of them has sudo access, the one i'm logged into (gnome/weyland default in artful desktop) doesn't
* ubuntu 17.10 artful
* gnome-control-
Installed: 1:3.26.1-0ubuntu4
* redshift:
Installed: 1.11-1ubuntu1
Went to settings-
"Authentication Required"
"To change your privacy settings you need to authenticate..."
I hit 'escape', and it reopened, I hit 'escape' and it went away, for about 3 minutes.
Then it came back. It would continue to come back, prompting me twice every about 3 minutes until I gave the password to the user (that was not logged in).
This seems broken. If authentication is required to enable location services...it shouldn't work without authentication. If authentication is *not* required to enable location services...it shouldn't nag you twice every ~3 minutes until you acquiesce.

Thank you for your bug report. Could you try if that's still an issue in new version? Just trying on 18.10 there is no password prompt, even for non admin users.
