tracker - pulling containers failed from rdo registry

I don't think upstream should be pulling from rdoproject for containers, opening bug to track this issue.

Also originally reported issue was that upstream should not be pulling from rdoproject for containers, which was fixed 2 months ago https://review.openstack.org/545873

The overcloud problem is not appearing anymore, maybe we can close this.
