Settings - Display - Primary Display selection does not allow selection of available entries

Settings - Display - Primary Display offers me a choice of 3 displays.
Clicking on any of the non checked displays does nothing.

NOTE: My other 2 displays are currently disabled and likely shouldn't be showing up in this list.
