wpa_supplicant fails to shutdown

Ubuntu 17.10

wpasupplicant 2.4-0ubuntu10

System shutdown hangs because wpa_supplicant is not stopping itself.

Test with:
$ sudo systemctl stop wpa_supplicant

Journal shows:

11:42:03 systemd[1]: wpa_supplicant.service: Killing process 941 (wpa_supplicant) with signal SIGKILL.
11:43:33 systemd[1]: wpa_supplicant.service: Processes still around after final SIGKILL. Entering failed mode.
11:43:33 systemd[1]: Stopped WPA supplicant.

Know problem with Kernel 4.13.

4.13.8 works for me.
