[2.3, UI] In hardware test list move the chevron to the end of the row to follow the pattern

Since we don't have the expandable cell pattern yet in this table the pattern should match the existing table patterns in MAAS. For entire row expansion the chevron should be placed at the end of the row.

Bug description:

* Current result:

Given I am in machine summary/hardware testing
When I see the chevron it is sitting next to the test name
Then I expect the cell to expand but the entire row expands instead

* Expected/ correct result:

Given I am in machine summary/hardware testing
When I see the chevron it is sitting at the end of the row
Then I expect the row to expand when I click on it
