Plasma sort of freezes when link accessed after app removed

Bug Description

If a link to an application is created on the desktop (from start menu drag-n-drop) and then the application is removed, further referencing the link as with ouse right click causes the dekstop to not respond.

The keyboard is still functional so you can alt-F2 and logout and log back in. So it appears to be a KDE issue.

If the link file is manually removed, it disappears from the desktop and solves the problem.

I am using kubuntu arty with latest updates as of 10/14/17.

I think this is fairly consistent and easily reproducible.

This also happens when you copy a link to the desktop from the menu instead of just linking. The app is marked with a cautionary sign and there is a warning message indicated on the taskbar which you can't see because the mouse doesn't respond and the dialog window is not displayed. Log out, log in again and click on the desktop link and it allows you to continue after warning about the app and the warning is reset.
