dotdee not finding /sbin/restart in Xenial

Bug Description

Description: Ubuntu 16.04.3 LTS
Release: 16.04
dotdee:
  Installed: 1.12-0ubuntu1

Not conform with systemd.

/usr/sbin/dotdee:100
restart_dotdee() {
        /sbin/restart "${PKG}" || /sbin/start "${PKG}"
}

Failed because /sbin/restart and /sbin/start are symlink to upstart initctl that aren't present in a systemd only setup.

sudo /etc/init.d/dotdee start

Failed to start and seem to wait forever, maybe a problem with systemd-sysv-generator. Adding an & at the end of /etc/init.d/dotdee:23 remove the wait problem, but it doesn't seem to be running.
