"git ubuntu build" uses an unpredictable name in /tmp

Bug Description

It would be nice if it used a predictable path for build environment examination. Could we drop the use of that directory under tmp, bringing everything under there up one level?

You could use an intersection of what was in /tmp before and what is in .changes after in order to determine what was created by the build.

Are you ok, if building on the host, if there is a nested /tmp directory? I'm worried about copying tarballs into /tmp, which makes it harder to cleanup (have to remember what we copy, rather than just deleting our working directory), and also we have to be more conscientious about what to do if the files already exist, etc.
