update nvdimm package

Bug Description

The ndctl packages on https://launchpad.net/~nacc/+archive/ubuntu/nvdimm are still 2016 version.
It will be nice to have the latest packages available for users to download and install.
Dell's 14G servers launched this July have already supported NVDIMM-N hardware.

Let me know what help is needed from Dell side.

For future packaging Canonical will deliver snaps only for 18.04. I have build the snaps from latest version of github so it should be upto data. Please find the details.

For this package i made a snap package in our repository and now if they need this utility it can be deployed as
sudo snap install ndctl --devmode --edge

then run ndctl command should be ok to consume. Start from 18.04 Canonical would be delivering all applications using snaps only.

Note that my understanding was both ndctl and the library are needed. If the latter is still true, then snaps are not a full solution, a deb for the library, at least, is also needed.

ndctl package may need ndctl-libs package, but does not rely on nvml, per my understanding.
