Clean up the OVN environment files for docker deployments

Bug Description

OVN environment files - environment/services-docker/neutron-ovn(-ha).yaml defines the DockerNeutronAPi and DockerNeutronConfigApi params. This is no longer required as "openstack image prepare" will set it properly for OVN deployments.

ovn: Remove setting of DockerNeutronApiImage param

    tripleo-common sets the DockerNeutronApiImage and DockerNeutronConfigImage
    to appropriate neutron ovn image when "openstack image prepare" is called
    for OVN deployments.
