Remember saved ( normal / outline ) mode per document

Bug Description
With large files or files with blur which are slow to display in normal
mode, it would be nice to be able to open them in outline mode instead of
having them open in normal mode.
Inkscape could remember the saved mode (normal/outline) and reopen the file
in that mode (maybe as an option?)

The same could be done to remember the "no filter" state of the file when it's saved (in 0.46 dev build)
