Bug Description
Containerized overcloud controllers need a tftp and http server running in order to serve up images. Without this PXE boot fails when using Ironic in the overcloud.

Add IronicPxe to the default controller
It doesn't exist in the non containerized openstack so leave it
stubbed out by default.
