Bug Description
In 3.0.0:
When I'm adding fields to a new report template that I'm creating, the fields I'm adding go completely to the bottom of the page, which gives the impression that they are continuing further than I can scroll.
A bit of white space at the bottom would improve readability.

I agree that some padding at the bottom of this interface would be an improvement.
Noting that Kathy's pullrequested patch on bug 1706415 adds some padding to the bottom of all web client interfaces so once that's applied we can come back and revisit this.
