Support for mgr caps in keys

Since the introduction of the mgr it seems things such as ceph pg dump require mgr caps.
the key class should be extended to all specifying the mgr caps.

They can be set to undef by default as with other key caps and then only used if the end user requires them.

    Allows mgr caps to be added to keys.

    Allows setting optional mgr caps on the cephx keys.
    The mgr caps are required to query the ceph-mgr daemon.
