Sync Pitivi ( universe) 0.99-2 from Debian unstable (main) - many bug fixes and performance improvements

First Pitivi 1.0 rc “Ocean Big Chair” (0.99) was released at September 22 and is already packaged in Debian unstable - I'm pasting debian/changelog since 0.98.1 version which is currently in Ubuntu artful:

  * debian/patches/0001-Don-t-require-gst-validate-to-be-available.patch:
    + Don't require gst-validate to be available (Closes: #876607)

Explanation of FeatureFreeze exception:
0.99 release is just big bugfix, no new features, but many bug fixes and performance improvements, test suite grew considerably, from 164 to 191 meaningful unit tests, see https://git.gnome.org/browse/pitivi/log/?h=1.0

Please sync Pitivi packages from Debian unstable before 17.10 release.

There are over 250 commits since 0.98. Anyway, you'll need to ask Ubuntu Studio if they want this update now. (We are almost in Final Freeze for 17.10).
