Bug Description

The value set for "secure_proxy_ssl_header" should be "HTTP_X_FORWARDED_PROTO" and not "X-Forwarded-Proto".

Because of this wrong value, the Tempest "tempest.api.compute.test_versions.TestVersions.test_get_version_details" test failed with "BadStatusLine("''",))': /v2/" error.
