Add key shortcuts in Inkview and Inkscape for Next or Prev Layers.

Added in 20898:
Ctrl+PgUp is now "Switch to Layer Above"
Ctrl+PgDn is now "Switch to Layer Below"
Hopefully this meshes well with the other three pairs of bindings on PgUp/Dn. The other three move objects in their layers, this just moves the user from an old current layer to a new current layer, but it seems to be a logical fit for the layer-oriented traversal.
