Unable to find how to change keyboard layout in Lubuntu live

Hello,

i used Rufus (MS Windows) app to make a bootable USB stick from lubuntu 17.04 LXDE desktop i386 .iso and booted it as a live OS. I am unable to find the way to change my keyboard layout.

Preferences/Keyboard and Mouse, only let me configure stroking delay and similar.
Preferences/Language Support, doesn't let me configure the keyboard layout.

Instead i had to google to find i have to Right click the panel -> Add / Remove Panel Items -> Add -> Keyboard Layout Handler. The logic place to change layout would be i think "Preferences/Keyboard and Mouse".
