Driver name for ScaleIO backend is incorrect

The ScaleIO Cinder driver has been moved into a dell_emc folder, which requires an update to the driver path. Cinder has a driver mapping feature that lets it deal with the relocation (which is why the backend continues to work), but puppet should be updated to specify the correct path.
