Child windows do not have shadows in Gnome Shell

Some child windows do not have shadows.

Test case:
Open Thunderbird for the first time.
A child window will appear to create a new account.
It does not have shadows.

Synaptic package manager also have the same issue.

Status changed to 'Confirmed' because the bug affects multiple users.

Confirmed, but I think this was by design (chosen by upstream Gnome). We have not yet changed it, or decided to change it.
