Bug Description

On zygarde (a Cavium Thunder X), too many Ethernet devices are detected by udev, causing a failure of the ethernet/detect test, as in:

This computer enables configuring the number of MAC addresses via firmware. It appears that udev is picking up all the POTENTIAL devices, whereas NetworkManager is detecting only the ACTUAL devices.
