py3: 404 when fetching the hash-id-database

Bug Description

This is very much like https://bugs.launchpad.net/landscape-client/+bug/1680827, which was fixed for new py3 installs, but it still happens with clients that are upgraded from py2 to py3 after having been registered with landscape.

It looks like some sort of local database encoding upgrade procedure needs to happen.

This is with 17.04+bzr1002~bzr1040-0ubuntu0~ubuntu17.10.1 upgraded from 16.03-0ubuntu3 in artful.
