4.1: Segment health check: Health check not working

Health check has stopped working after a few up/down of SVM interfaces. Also tried disabling bridging in the SVM. Both the interfaces of SVM have been brought down, but I still see the health check reporting that status is active, routes are still present in VRF. Traffic however does not go through. Also the segment health check stats do not increment.

Root cause was 1718377 which was sending wrong info
